The European Commission has just launched its strategy for sustainable, knowledge led and inclusive economic growth, setting out a vision for Europe's social market economy.  It sets out employment and education targets for 2020 along with emissions and poverty reduction  targets.

One of The Commission's seven flagship initiatives is "An agenda for new skills and jobs" to empower people and increase labour market participation.  This will be the agenda which affects those working in the field of offender employment.  It is hoped that this strategy, prompted by economic austerity and a fear of regression on any progress already made, will not sideline offenders in favour of those who may be slightly less difficult to include in the labour market.
